As a calque of Serbo-Croatian Низоземска / Nizozemska, the expected form would be *Нїзкожемска (*Njizkožemska), or *Нїзожемска (*Njizožemska) based further on the Czech etymon, however this is not attested in writing. It is also possible that Croatian Pannonian Rusyn borrows Низоземска (Nizozemska) directly from Serbo-Croatian, however it is not known whether that is the case as existing Croatian Pannonian Rusyn texts do not mention the Netherlands in general.
