From פֿאַר־ (far-, “thoroughness or completeness of action; debasement of value”) +‎ ליאַפּען (lyapen, “to smear; rain heavily”), literally “to be completely soiled, soaked”. Compare Ukrainian ля́пати (ljápaty, “splash; splatter; besmear; soil”, verb), German verregnen (“to ruin or spoil (by too much rain)”).

See ליאַפּען (lyapen, “to smack; botch; smear”), further origin uncertain. Possibly a partial calque of Russian вля́паться (vljápatʹsja, “to plunge into something dirty; to get into trouble”). Compare Russian ля́пать (ljápatʹ, “to blurt out; whack, hit; throw together hastily”) and ляп (ljap, “blunder, error”).
