Likely related to Akkadian 𒀀𒊭𒁍 (a-ša-bu /⁠ašābu⁠/, to sit down) bearing also in the form IV 𒋗𒋗𒁍 (šu-šu-bu /⁠šūšubu⁠/) the here notable senses of “settling” and of “staying in an ambush”, “being assigned to be a garrison soldier”, which are occasions where one would need gear or supplies.
