Presumably a dialectal augment of ط ر ط (ṭ r ṭ), of which verb form I طَرِطَ (ṭariṭa, to be a fool; to have tiny hairs), adjective طَرِط (ṭariṭ, foolish; having tiny hairs), related due to the hats being made of felt.
