Appears to be a coinage in Japanese from components derived from Middle Chinese, as a compound of 帰 (ki, “return”) +‎ 羅 (ra, clipping of dated term 羅府 (Rafu, “Los Angeles”)).

Date of first appearance uncertain, but likely some time after the 1894 coinage of 羅府 (Rafu).
