      Daisandai Kyōto-fu chiji to natta Kitagaki Kunimichi wa, Meiji Ishin ni yoru Tōkyō sento no tame shizumi kitta Kyōto ni katsuryoku o yobi modosu tame, Biwako sosui no kensetsu o tori-agemashita.
      The third governor of Kyoto prefecture, Kunimichi Kitagaki, in order to restore vitality that Kyoto had lost when the capital was relocated to Tokyo during the Meiji Restoration, undertook construction of the Lake Biwa canal.
