In the historical Zhengzitong 《正字通 (Zhèngzìtōng)》 Chinese dictionary, the top component is written ⻀ (ram's horn component) instead of 艹 (grass radical).
𦻏 (Kangxi radical 140, 艸+12, 16 strokes, cangjie input 廿人一尸 (TOMS), composition ⿳艹⿻丄𠈌丂)
Found in 《陳叔明墓誌》 from the Sui dynasty (614 AD).
A similar character with ⻀ (ram's horn) as the top component can be found in the Zhengzitong 《正字通 (Zhèngzìtōng)》 dictionary published during the Qing dynasty (1671 AD).
