From Proto-Slavic *-ostь. Some authors claim that the suffix -ость (-ostĭ) is merged from double suffixation *-ot-tь, but there much evidence that the suffix *-ostь already existed in Late Proto-Slavic. Also, compare Old Armenian -ստ (-st).
