Actually, there's very strong circumstantial evidence that he's editing from Thailand, and it's all the other languages- including English- that he has no business editing. That said, I doubt he has enough grasp of the technical phonological details to write his own module. Also, speaking either Thai or Southern Thai doesn't guarantee one has mastered both.
