Usage is noted in 2007,[1] then gained acceptance by a supplement to the Liverpool Echo newspaper on 1 January 2008,[2] the day Liverpool began its year as European Capital of Culture. The supplement listed 366 people as "The Scouserati - the 366 most influential Scousers on the planet".
