Hebei-Hubei Confusion

I don't know at what point a frequent confusion becomes grounds for a mention in the {{also| template at the top of the page (I did this- see diff.) or in a usage notes section, but I'd like to use ths thread to document instances of confusion of Hebei and Hubei.
