It does have a separate meaning since square brackets entail a meaning, i.e. that the text has been inserted into a surrounding quotation by its editor rather than the original author (Unsupported titles/Square brackets sense 1). Hence "" can't be substituted into any of the examples on the sic page that have "quoted sic". This does not, however, deserve a separate entry since it's adequately covered by the square brackets entry.
