The Old English form is certainly from the Proto-Germanic; but the Proto-Germanic form (as reconstructed) may well have been influenced by forms in the substrate language akin to a dialect of Basque, where the early Germanic form which evolved from its parent language (having evolved from Proto-Indo-European), produced a hybrid form with the P.I.E. root. Compare Basque ESKATU (to ask, also to run out of, become scarce) and ESKAS (scarce), hence ESCARI (petition, request, et cetera). The evolution from the initial "E"(whence "EI") in the earlier Germanic, to the initial "A" in Old English, seems to confirm this possibility.
