I don't know. I just like the expression and the quotes fit with how I've heard it used. I, too, have heard it a sense of "I don't get paid enough to worry about that". Maybe that is the subtext in the Congressional testimony. "You want me to talk about policy? Make me a General." Irony use is hard to capture and wouldn't work so well without the straight meaning.
