I haven't time at present to follow up and add the sense and reference quoted in the following 'pedia quote, but I see the OED2+ has several cites of similar usage at around the same time, ie come out for = publicly support, which it suggests are precursors of come out as -- if anyone else has time, please do so.

Sense regarding money

It seems the sense regarding money is more along the lines of "to originate from" than "to be deducted from", see for example " I am sure that some of it translates into money, but most ACS revenue comes out of ACS Publications, so I don't really think it's dues money that drives this push."
