etymology thought

I wonder if this is some kind of a noun form of Reconstruction:Proto-Germanic/flehtaną, German flechten, since it does have a somewhat comparable meaning, as a group that is tied or "woven" together in a way, but I couldn't find evidence for that, and I don't think it would follow the normal sound development.
