The first time that I heard this - and it has stuck in my mind, so it's quite possible that it was the first time it was used in a public context - was sometime in the 1980s by Ben Elton on the Mary Whitehouse Experience BBC TV show. He did a long piece about how he wanted to tell a joke about female genitals but the "powers that be" in the BBC couldn't think of a work that he could use to refer to the "front bottom".
