"Of or pertaining to hooliganism. We'll have a hootin' tootin' gay ol' time!" What does a good time have to do with hooliganism? Other GBooks uses I can see include "a hootin'-tootin' barn dance" and "she's turned into a hootin', tootin' seaport, all disguised in wavin' flags an' banners". Neither sounds violent.
