Homophone with “rum”

Could we be more specific than “accents without foot-strut split” to describe those accents in which “room” and “rum” are homophones? I've added “some” because I guess the majority of accents without the FOOT-STRUT split (in northern England) use the long pronunciation of “room” (/ɹuːm/).
