The conference was only in 1901 and not in 1902, so "by the Second Orthographic Conference of 1901/1902" doesn't fit (however, "in 1902 in the Second Orthographic Conference" was kind of misleading too).
official = amtlich in German, to be used by government agencies and schools, still not necessarily standard (like the reform spelling "Eis laufen"), and in the same way unofficial spellings are not necessarily nonstandard (like "geschrieen").
"made standard again" - just because it was also(!) used before 1902, it was not necessarily standard. It could still have been and sometimes was (in some staates at least) nonstandard or at least unofficial before 1902.
PS: Maybe the template should be more general and with parameters like "1902-1996" and "1996-2006", see for example eislaufen (deprecated in 1996, undeprecated in 2006) and Eis laufen (created in 1996, deprecated in 2006).
