It says "16:37, 20 December 2015 SemperBlotto blocked with an expiry time of 1 day", but it also says "This block has been set to expire: 23:37, 21 December 2015.". From 16:37 to 23:37 of the next day are 24+7=31 hours which is more than just 1 day = 24 hours.
SemperBlotto totally ignored what's written at WT:Vandalism (e.g. "users who are disrupting Wiktionary unintentionally should not be blocked" and "A reasonable effort should be made to communicate with such users").
