Wiktionary accepts anagrams. While these are normally generated by a bot, users are free to add anagrams. Preferably in these cases, you should create an article in the given language for that word, so that the bot will not remove it when it updates.
For each language, anagrams are listed in alphabetical order under the level-3 header ===Anagrams===.

Inflected forms are allowed, but anagrams must be all of the same language and alphabet, so authorise cannot link to souhaiter, because authorise is English and souhaiter is French. All parts of speech are allowed, including multi-word terms, proper nouns, given names and surnames, and abbreviations/initialisms. Terms with one or both of diacritics and symbols - . + ! ^ * ' & / ʔ ² ³ ₂ @ ʾ ʿ % are allowed (see soupçon, psammo-, acq., 'pon, h/o, Cl*, GDI+, ǃKung, E&OE, VCO₂, I²Cs, umaraʾ, low%, Baʿal, Kosov@, and A"H for examples).
