Wiktionary:Votes/2016-02/Using frwikt language header style

Voting on:

1. Editing MediaWiki:Common.css to change the level-two header style (the line contaning the language name: "English", "Portuguese", etc.) in the main and Reconstruction namespaces using the following CSS code.
2. Removing the ---- line from all entries.

Notes:

1. The code was taken from frwikt, compare fr:sea.
2. Users of TabbedLanguages won't see any difference from the status quo. TabbedLanguages works perfectly well even in an entry without an horizontal rule (----) between languages. However, no matter if this vote passes or fails, for users of TabbedLanguages, the normal L2 header is not visible and is replaced by a language list on the left-hand side.

Disclaimers:

1. frwikt uses templates in headers, like == {{langue|en}} ==. This vote does not propose using templates like them; the desired apperance can be achieved with CSS code only. However, if Wiktionary:Votes/2015-12/Install Extension:Variables is implemented in the future, then language headers will have templates for different reasons, explained in the linked vote.
2. This is a major change to the L2 section titles, hence the vote. It has not been decided to what extent further changes to the CSS code will need votes.
3. This vote affects the main namespace and the Reconstruction namespace only, as specified in the ".ns-0 h2, .ns-118 h2" in the beginning of the code.
