Changes to proposal since discussed at the Beer Parlour

I have made a number of changes this version as a result of this discussion.

  • The "Durability" requirement is now in its own section and a requirement on stability of the archive has been added. This is to address concerns that material might be removed.
  • The time span for online-only sources has been increased to five years.
  • The vote on the increase in requirements for online-only has been split into two options: one for number of cites and one for increase in time span. It strikes me that the quality requirement together with the increased time span is enough protection and the increase in number of citations is not required and possibly unhelpful. I might well vote against that part myself, but have left it in as an option because others may not see things that way.
