Commonly believed to be from univerbation of kung (if) +‎ wari (deliberation). However, according to the Vocabulario de lengua tagala (1613), the word is from univerbation of kuno (alleging) +‎ wari (seemingly) and therefore could be a syncopic form of earlier variant kunuwari. Compare Pangasinan kunwari and Kapampangan kanuari, kunuari.
