Työväenopisto and kansalaisopisto are similar institutions. The main difference is in history. The työväenopisto were often founded (in 19th and early 20th century) by labor unions or other left-wing organizations and they often had a political agenda in their teaching, whereas kansalaisopisto was usually founded on more general ideas of promoting education of the "lower classes". Currently the difference is in name only and both institutions are supported by the state and municipalities. Some community colleges are named "neutrally" as aikuisopisto (“lit. adults' college”).
