Inherited from Arabic حَلَّقَ (ḥallaqa) as this causative of حَلَق (ḥalaq, rings), حَلْقَة (ḥalqa, ring) has the senses “to draw a line around; to have a halo; to circle; to soar, to hover; to rise high” and particularly حَلَّقَ بِبَصَرِهِ إِلَى السَّمَء (ḥallaqa bibaṣarihi ʔilā s-samaʔ, He raised his eyes towards the sky.) which kind of usage must have had the prefix of the dialectal present tense reanalyzed.
