From Ottoman Turkish مخابر. Probably a late Ottoman coinage but Arabic مُخَابِر (muḵābir) would be a regular formation from خَابَرَ (ḵābara, “to write to, to contact”). Compare Azerbaijani müxbir from a different form of the same root.
