     ṯumma kataba hiraqlu ʔilā ṣāḥibin lahu birūmiyata, wakāna naẓīrahu fī l-ʕilmi

     Then Heraclius wrote to his friend in Rome, and he is on par with him (Heraclius) in knowledge.
