Certainly an Iranian borrowing, but the exact source is unclear.
According to Périkhanian, from Middle Median *axšōβž, *axšuβž, from Proto-Iranian *xšub- (“to become excited; to be in commotion”); compare Avestan 𐬑𐬱𐬀𐬊𐬠- (xšaob-, “agitate”), Sanskrit क्षुभ्यति (kṣúbhyati, “shake”). The Median word was borrowed into Middle Persian 𐫀𐫟𐫢𐫇𐫉 (ʾxšwz /axšōz/, “striving”).
According to Ałayan, from an Iranian compound *xšaoǰa (“having power, mighty”), ultimately from Proto-Iranian *xšaH- (“to rule, be lord of”) (whence Avestan 𐬑𐬱𐬁- (xšā-, “to be able; rule, be lord of”)) and *auǰah- (“strength, power”) (whence ոյժ (oyž)).
