Per Vasmer, from из- (iz-) + ре́зать (rézatʹ, “to cut”) + -е́ц (-éc), with unexplained vowel shift in the root. Per Preobrazhensky (quoted by Trubachev), the root is rather рази́ть (razítʹ, “to strike”).
