From พล (pon, “force; strength; energy; etc”) +‎ เรือน (rʉʉan, “house; residence; etc”); literally "force of the house", "strength of the house", etc.

พลเรือน • (pon-lá-rʉʉan)

1. civil or civilian, as distinguished from the military, and sometimes from the clergy, judiciary, parliament, police, etc.

     จงใจโจมตีต่อประชาชนพลเรือน...หรือต่อพลเรือนรายบุคคลซึ่งมิได้เข้าร่วมรบโดยตรง...จงใจโจมตีต่อวัตถุพลเรือน คือ วัตถุซึ่งมิใช่เป้าหมายทางทหาร
