The latter is wrapped around non-deprecated templates that accept the deprecated |lang= parameter; any use of that parameter will place the page in Category:Pages using deprecated templates. Ideally this category will be empty.
Any pages in this category, particularly those in the mainspace, need to have their deprecated template usages corrected.
