Recasting the policy pages to all have a unified heading. If it has the heading, it is "official" or close enough to official for the community to abide by. - I added a draft parameter to show other text instead of the WT:VOTE text for some pages that just aren't there yet, but should be considered mostly policy. Can we make all of the links bypass redirects? Then my browser would show me the actual page titles in the tooltips, instead of just repeating the sometimes puzzling abbreviations.
