The flags are determined by this CSS file, which is automatically generated from Wiktionary:Language flags list. If you would like to add, remove or modify a flag, please edit Wiktionary:Language flags list and ask an interface admin to update the CSS page in the corresponding talk page.
Few of these flags were actually designed to represent languages. Most of them represent locations where these languages are predominantly spoken, such as nations (including either sovereign states and non-sovereign states), as well as administrative divisions (states, provinces, etc.) and national territories.
