Car jockey was a way to circumvent kawasan pembatasan penumpang (passenger restriction area) rule which mandated at least three person in a car (three-in-one) to legally use a line during specified time periods, i.e. rush hour/peak hour, based on high-occupancy vehicle lane concept. The rule was enforced from December 2003 to May 2016 at several roads in Jakarta.
