Inherited from Old Polish radziecki. By surface analysis, radca +‎ -cki. Sense 1 is a semantic loan from Russian сове́тский (sovétskij). Displaced sowiecki as that was considered a derogatory word. Compare Ukrainian радя́нський (radjánsʹkyj).
