Thanks for finding 苳! I was using ctext.org to look for these rarely-used second-round simplifications, but they accidentally gave 苳 as having 11 strokes, so I didn't see the character. Firstly, it is not appropriate to put a speedy deletion tag on non-vandalistic entries. You can use {{rfd|zh}} and request their deletion. Secondly, it appears that you have not actually read WT:NSE, even though you keep linking to it. Go and read it.
