• A particle verb. Stress on till. Putting the stress on sa in "Jag sa till dom att sänka musiken" changes the tone to "I said to them to turn down the music," sounding off in the same way.
• (sense 1) can be thought of as (sense 2) with an implied addressee (just "tell").
• (sense 3) can be thought of as (sense 2) with the thing being said (the telling off) clear from context and implied.
