     Regulation 3 When there is an allegation or there is a cause to suspect that any police officer has committed a breach of discipline, if his superior has conducted preliminary consideration is ungrounded... the superior who has the power to conduct consideration shall, within power, give an order on the matter without having to investigate the facts.
