     Hic papa Innocentius […] statuit […] quod nullus novus sanctus in veneratione habeatur nisi auctoritate sedis apostolice, ita quod canonizetur a papa.

     This Pope Innnocent decreed that no new saint should be held in veneration without the authority of the apostolic see, that they therefore are to be canonized by the pope.
