From เจ้า (jâao, “owner, possessor; chief, lord, master”) +‎ หน้าที่ (nâa-tîi, “duty; function”); literally "owner of duty", "possessor of duty", "lord of duty", etc. Compare Lao ເຈົ້າໜ້າທີ່ (chao nā thī).

     Section 5 A state agency must be liable to the victim for the consequences of a tort which its own authority has committed in the execution of a duty. In this respect, the victim may lay claim against the said state agency directly, but no claim can be entered against the authority.
